Jader - people and places

Background information about the city of Jader that is Dragon Age canon, or extrapolated from canon and certain in-game choices.
Chantry
Reverend Mother Giselle heads the Jader Chantry. A progressive and beloved leader, Giselle played a major role in saving Jader from famine and disease brought on by the influx of Ferelden refugees fleeing the Fifth Blight, by distributing Chantry resources to the poor of the city without care for race or nationality. These actions earned her disfavor within the Chantry echelons in Val Royeaux, and a few ambitious Chantry sisters plot her demise, though she has the support of the newly-installed Divine, Justinia V. Ruling Aristocracy
Jader is governed by Lady Seryl, loyal to the reigning Orlesian empress Celene, and a firm supporter of Reverend Mother Giselle. Under the guidance of King Alistair and Queen Anora, Ferelden is recovering from the Fifth Blight. But with Orlais' close neighbor in a weakened state, many Orlesian nobles have begun plotting to re-conquer Ferelden, against the wishes of Empress Celene, who is committed to peace. This unrest is stirred by Celene's cousin, Grand Duke Gaspard de Chalons.
Grey Wardens
A small contingent of Grey Wardens remain headquartered in a facility in Jader. Some are new recruits, joined in response to the Fifth Blight but never deployed because Ferelden's borders were closed at the time. Without an active blight, they find themselves relatively free to do as they wish, working as mercenaries, or even exploring the Deep Roads to seek out and kill darkspawn. Some experienced Grey Wardens report more darkspawn activity than would be normal, so soon after the end of a blight.
Circle of Magi
There is no Circle of Magi in Jader. Apostates captured by mage-hunting templars and newly identified adolescent mages are most often taken to the White Spire in Val Royeaux or occasionally to Kinloch Hold in Ferelden. Any mages residing in Jader are apostates and carefully hide their identity, keeping a low profile.
Red Jenny
Rumors arise from time to time of an outlaw known as Red Jenny who makes trouble for members of the nobility that mistreat their servants and cause harm to ordinary people.
City Elves
Like other elves living among humans in Thedas, the elves of Jader are second-class citizens and reside in the alienage, a slum set aside for them by order of the chantry and the only place in a human city where elves can exist in peace among their kind and practice their diminished culture in safety. The Hahren (elder) is the unofficial leader of the Jader city elves, a wise protector of their community.
Dalish Elves
To the west toward Halamshiral, unlucky travelers might encounter a wandering clan of Dalish elves. Clan Virnehn's Keeper Thelhen is suspicious and aggressive toward humans and does not consider city elves to be elves at all. Keeper Thelhen's First, Mihris, is slightly more reasonable. Dalish elves revere the elven pantheon.
Qunari Qunari are rarely seen in Jader. An "oxman" residing in the city stands out and is likely to be either a spy, or Tal-Vashoth – a former member of the Qunari who willfully abandoned the Qun. Vashoth - members of the qunari race born to parents outside the Qun - are rarer yet in Jader.
Orzammar
Trade between Orzammar and the surface has expanded under King Bhelen's progressive policies. Legitimate export businesses contract with Orzammar merchants to supply lyrium to the Chantry, and the Chantry pays a premium for exclusive access.
Carta
In the three years since a crime syndicate of casteless dwarfs in Orzammar's Dust Town was crippled by Warden Cousland during the Fifth Blight, the Carta has regrown and spread its reach. A Carta gang headquartered in Jader engages in lyrium smuggling and other criminal activity, and has ties to all major cities, especially Kirkwall.
Access to the rest of Thedas
As a port city on the Waking Sea, Jader is within easy reach via ship of major cities including Val Royeaux, Denerim, Cumberland, Kirkwall, and Antiva City. Overland, Jader is the closest human city to Orzammar.
